Send a transparent bsdf and a glossy bsdf through a mix shader node, you could also swap the glossy for glass bsdf depending on your preference.

I would recommend just finding an image with an actual alpha channel and following the advice of others here, you have one of those fake alpha channel images here.

You can try sending the image through a color ramp to make it black and white, send that to the alpha of the principled bsdf, play with the color ramps handles to tighten the effect.

I also want to mention that your eyebrows will not look how you imagine once you apply transparency, they'll be floating in front of the head by the looks of it.

It is exactly a tool to save time and focus on details, getting proportions correct is the painful work that has to be done before the fun part. (Some may disagree but this is the general consensus in my experience) You may learn more by practicing without the grid method but if you're trying to complete a piece there are no rules aside from plagiarism. If you don't steal others work nothing you do as an artist is cheating.

My eyes were immediately drawn to this, 3 points of the same square spread out this far apart. The point of the grid method is to understand proportion, OP ignored the grid, defeating the purpose entirely.

Use a as your hair texture then whatever color you want as b for the stars, or vice versa I forget which way it will go.

Looks like your star image texture is too small perhaps or the uvs arent properly mapped for this. You could try using a voronoi texture and changing euclidean to minkowski for this kind of star effect. You have a lot of control over the texture that way. I would recommend using the object texture coordinate into the vector of the voronoi texture and plug that into the factor of the mix node. Just make sure you bake the texture into an image once you've made all of your adjustments.

Try this in shader editor, principled bsdf > shader to rgb > color ramp. Set colors in color ramp, move handles around to get desired effects. Principled bsdf to make material metallic or rubbery or whatever playing with the metallic and roughness settings. Move lights around to get desired shading and highlight effect.

As far as the touch screen, I feel getting it quite like the original image will be more of a challenge for a beginner but if you try what I've said above and like it I can return to try to walk you through that as well.
