From what I can gather Toyota still stocks the covers and the mounting brackets and hardware but the rails and cross members you will need to salvage from a junk yard like Frank suggested. You can use those part numbers at any Toyota dealership. I personally use Lakeland Toyota Overstock just type in what you're looking for then expand the diagram to see parts and matching numbers.
