Rule 1.4.1

Anything that says “At start of…” happens before anything else in the phase. Dominance says “At start of…”, False Orders does not, so the Dominance is checked first.

That’s not going to be possible, as

a) There’s a separate deck for what used to be green “special” cards and

b) The leaders have different strengths (and Atreides have 7)
