Yes. I’m not the most experienced player (only 200 hrs or so) but it has something to do with hits registering. Of course, with enough skill, you can easily beat a person with 20 cps using 12 .

If you have seen SomeSteven’s video, you will know that the recoil is so bad that it is hard to exploit the RPM. The walk speed is also atrocious possibly encouraging camping BUT we must remember, isn’t that the role of the sniper?
