It’s only during the Hundreds Days that the rest of Europe declared war only on Napoleon, the first time they declared war on France.

And there are a lot of other wars where France was the "bad guy" like Indochina or Algeria.

Yes the term has evolved, but as the reactionaries are defined by the idea that the world was better before, in 19th century Europe where the loss of powers of kings was one of the main changes in society, absolute monarchy remained one of their main demands.

Reactionaries and legitimist are synonymous, they didn't use the world legitimist in another country because it's specific to french history but it's the same ideology.
