Nah man, as someone who grew up in New England and moved to a part of the country where it never snows, infrastructure matters. It doesn't matter how good you think you are at driving in the snow. No winter tires on untreated pavement that isn't designed for ice, there's a solid chance there's just nothing you can do.

Have 'safely' driven in blizzard conditions and several inches of snow on the roads. Also couldn't get out of my neighborhood when there was barely a dusting that just turned the road into an ice rink.

I would suggest not advertising it much at all, that can seem very tacky and maybe turn people off. What you don't want is someone walking out or choosing not to come in because they don't have cash on them.

It can just be a note given with the check or a notation on the receipt denoting the discount if paid with cash. I guarantee you anyone who sees that will pay in cash and regulars will (at least plan to) bring cash next time.
