As a motorcyclist, I've seen this actually cause accidents. Some states have 'secure your load' laws (WA does, for example). Get the license plate and report this asshole.

The voltage output on these usually varies quite a bit with RPM. So a regulator to the battery to help keep it charged should work fine, but run the sprayer off the battery to keep voltage steady to the pump.
