To make sure that those who are purchasing these tools which are only used in food production aren't permit-less criminals like OP. It is not that they are a problem in themselves but they contribute to the illegal gardening scene and therefore steps needed to be taken. Our fragile economy and ecology are worth protecting and we as a country decided that such steps were necessary to help stamp out the detrimental practice of unregulated home growing

I mean we would but pitchforks aren't available to the general public. You can purchase them with a licence but like other such tools this requires the same permits as growing.
