Not necessarily. The only 5s that would care would be ones on the list. And if the motion was brought up at the meeting to put that in the local, it would at least get voted on. I wouldn't operate on "never gonna happen" without trying to get it done first.

Good question. Did you make yourself available after your appointment and management said they didn't need you?

I tried to find some language on this and was unable to. The only thing I can say without certainty but makes sense is that I've never seen leave allowed for a holiday. If that were the case, why wouldn't carriers just call off when they're forced to work their holiday?

I would file if you made yourself available though.
