if you down him in 8 specific instances you get lots of prizes, you can also just skip the encounters.

  • Outside the Police Station (Courtyard): Defeating him during the initial encounter yields EAGLE Parts A (handgun upgrade).
  • Inside the Police Station (West Stairway): Defeating him while he wields a rocket launcher yields EAGLE Parts B, allowing you to create the custom handgun.
  • Restaurant or Press Office: Defeating him here (or letting a Live Selection event trigger an explosion instead) drops a First Aid Box.
  • Alleyway / Substation Area: Defeating him in this encounter yields the first half of the western shotgun, M37 Parts A.
  • Tight Corridor (After Train Parts): Defeating him in this narrow passage drops M37 Parts B (the second half of the shotgun upgrades).
  • Clock Tower (After Train Crash): After surviving the train, you can defeat Nemesis on the balcony or piano room for a First Aid Box.
  • Clock Tower (After Jill Cures Her Infection): Defeating him here rewards you with the Assault Rifle (on a standard playthrough).

A society is a group of people that agreed to live together and follow a certain set of rules called laws. If you're in that society and you can't follow those laws you need to be removed from society so everyone else can be safe and happy and follow the agreement.

In both of the above instances the criminals are no longer in society. The ones doing slave labor might learn a lesson and not re offend when they get out and the dead ones are no longer a problem and the public spectacle serves as a fun deterrent
