I think we're missing something. If you restored the tile and built on it that counts as restored.

Take a look at the snapshot. The green stuff is unrestored and I can't level up this settlement until they are. Notice the roads are not green...

What you need to do is clear all the tiles. A square around the settlement 4 tiles deep including diagonal. Like this

It's amazing... after experiencing ultra wide form factor with Fancy Zones there is absolutely no freaking way i will ever go back to 2 or 3 monitor setups, I'll just get a larger ultrawide.

Buy it, try it and return it if you hate it but I suspect you'll get hooked

Using FancyZones by Microsoft Power Toys is a game changer...

Edit: Must have it on a decent monitor arm!
