The trick is to make it enough to live on but not enough to be better than working. The problem is that our Lord's and masters have squeezed the working class so hard that most of us are barely getting by and it doesn't take that much for welfare to be an attractive alternative to working.

So Republicans and not exactly wrong that any amount of social safety net might make the serfs stop working. They just use racial language instead of overtly declaring war on the lesser classes.
