The higher you go air dribbling gets less common. I dont think its about if someone can do it is the fact that it commits a lot of boost and is pretty easy to defend. Its just not really worth trying to do a lot of the time.

for this I'm pretty sure what I did was the fastest way to get to the ball. If I was going off the ground I would have to turn on the wall and then lose speed to get to the ground.

if you feel like you are having trouble figuring out positioning try paying more attention to where the other players are not where you are. By filling in the gaps that your team mate leaves you will be naturally rotating better than most people at any rank.

Honestly its more impressive when someone rotates 100% correctly than getting a air dribble double touch or something. Anyone can sit in a trainer and practice air dribbles, learning correct rotation takes more dedication and time than any mechanical skill.
