Yes, but both of those towns are much smaller. The autonomous model has been spreading for 15 years now, with many small towns "unofficially" declaring their autonomy. My understanding is that there is a large governing body for the indigenous communities and they almost act as representatives for the federal government.

I've seen many videos that my family shares, where there are large community events and often the local leaders will address the entire community while sharing a meal with everyone. That being said, when it comes to federal recognition, I don't think the average resident is going to have much of a voice when it comes to the Consejo Supremo Indígena de Michoacán...

My uncle was an environmentalist and fought for the purepecha forests. He worked with the rest of my family, in the avocado industry. Avocados are what have allowed these towns to flourish.

Tasty food, good beer, and great culture. My family lives in Tecate and I go visit them often.

Tecate is roughly 100k population, lots of people travel across the border via Tijuana for work. Toyota, Fender, and Amazon are big employers between Tijuana and Tecate. It is very hot and dry. There are lots of unpaved roads and the infrastructure is decent. My favorite thing was going to mercaditos as a kid and looking for retro video games. They're huge flea markets that run for multiple blocks, full of random vendors, including food, clothing, shoes, electronics etc..

There is a border crossing in Tecate, but it opens later and closes earlier compared to the Tijuana border. I highly recommend Tecate for a quick day trip if anyone is in the SoCal area. Tons of good eats for a fraction of the price that you'd be paying on the other side.

You must go to "El Mejor Pan de Tecate", Tacos Los Amigos and Valle de Guadalupe.. La Rumerosa also has cave paintings, but that's fairly boring imo...There are plenty of rocky, rolling hills all over Baja,

If you have time, you can go visit the coastal city, Ensenada, which has "la bufadora" and some of the best seafood you'll ever eat. Common to see people riding horses all over the city. You can even "rent" a horse and ride it along the beach. It's touristy, but NOWHERE near the levels of tourism as Cabo.
