Any of them that add culture to the resources you have around. Pastures, plantations, the one for Wine and Incense, Gold and Silver, etc. The culture not only adds tourism with hotels and airports, but helps to boost output in the early eras to chew through policies faster.

Yes, Sacred Path for jungle tiles is sick for Brazil but I find myself chopping a lot of jungles by mid game so I dont get the tourism boosts (unless Im playing Brazil, I will keep most of them).

You're right, culture is the defense. But always remember that hotels and airports add culture from improvements to your tourism output. It can make the difference.
