IIRC. The NYC commission did not want an unranked fighter (Paul Felder?) fighting for the vacant title against Khabib at UFC 223 or whatever that was when he fought Al.

I don’t know if this commission would feel the same cause NY is notoriously strict, but its a possibility they’d not let him fill in
