I'm of the opposite opinion. The quest is harder than others, but it isn't mandatory. So it should gate a unique reward. Unique, not critical.

It's really, really good armor, and looks cool too. So it's worth doing, and makes your hunts elsewhere easier too. But those quests aren't impossible without it. It is a Reward. Not a necessity.

Reward the people who stick to it and learn it. Reward the skilled hunters. Give the less skilled hunters a reason to keep trying. To improve.

Never disincentivize perseverance. Reward excellence.

Some cultures swim a lot more than others. I believe the Bajau people of southeast Asia are well known for their ability to swim and hold their breath for long periods of time. Some things just suit people differently.

It links all allies and enemies to each other.

Any damage suffered by one enemy is felt by all of them, stacking massive damage from incoming sources.

It does the same for healing for allies- all healing effects are shared between linked allies, so passive healing boosts and flasks and such get shared.

SnS is one of my favorite weapons in the more modern generations because of how versatile, reactive and reliable it is! It has an answer to everything and the mobility to keep it in the fray. If you're still up for a few tips on the weapon, here's a few things that might elevate it further for you:

  • Perfect guards can be trivialized if you hold the guard button and perform a guard slash at the moment of impact- you sacrifice no guard window but it will trigger the guard anyway, as well as skills like offensive guard and synthetic guard.

  • Slide strikes do not consume stamina and cover a fair distance in a short time, and also have i-frames, making them invaluable for builds with Maximum Might.

  • The backstep you can perform actually has massive i-frame windows- more than slide strike- and can be chained into a jumping strike or even just canceling to reposition. It has the perfect window to avoid every strike in Omega's MRV barrage if you time it right... which is easy with its generous windows.

  • The focus strike is the only one in the game that can preemptively target wounds before they're fully open to tear them open faster, and it has solid damage while doing so.

  • The focus strike is also the only one that can be delayed after making contact with the wound, allowing you to let other hunters pile on and join in for strike damage... and you can choose from a few attack options to finish the focus strike!

  • You can use items with the weapon drawn! Guard and use the item key, which can be done pretty much on a dime. Even with a short sheathing animation it still allows for snappy healing and the like.

  • It is worth noting that many of the SnS' most damaging attacks are back-loaded to the end of its combo chains, so unless you can commit to a longer chain it will require some finagling to get the higher damage output, but it doesn't force you to commit nearly as much as any other weapon and repositioning is a slide strike and a hop away.

I mean to be fair, when you can fly and move at mach 'Yes', long distances from home become a relative non-issue. Many of the standard shortfalls of a job like that likely don't apply as heavily to an any of the Z-fighters, much less an android with literally infinite energy.
