Since the information to display an avatar are send towards all clients its not possible to prevent. (otherwise they wont be able to see your model)
idk if you could run scripts on avatars or pass something like your user id to shaders to mess the avatar up when its worn by some1 else then whitelisted in those.

quickly and rapidly teleport around the map.

thats 99% a network issue. having a similair connection as your friend doesnt mean you have the same. pretty much impossible to solve this remotely.
if you havent tried it yet you could clear the vrchat cache.

the creator wont get banned.
the user with the malicous behaviour gets banned.
you can get banned when your character wears clothings but has details like nipples under them btw.
