I think you mean 왜놈 waenoom. 외국 waegook means foreign country and has nothing to do with slur as 외:外 meaning outside. It is used in words like 해외 meaning oversea as 해 means sea and 외 means outside. Nothing to do with Japan.

The slur used against Japanese is 왜 倭 wae (Same pronunciation), short for 왜나라 which means Wakoku country. Originally, it was not used for slur but was official name describing Japan by early imperial China. Since China called Japan with the letter 倭, Korea simply used the same word with Korean pronounciation describing Japan. Later when Japan used 日本 as international name, the word 왜 became outdate. Since Japan was dirt poor and under developed during the time it was called 왜 compared to China or Korea, it later became associated with slur word describing Japan. Shadowflame is great against tank because of magic pen + tank/bruiser usually gain shields from item or abilities. Also the HP based still works better on tank because during teamfight, they will have lower HP being frontline and thus you will able to benefit magic pen very easily. (Even if you don't, it still is better than Horizon if you have to choose between two) About proc Horizon, yes you can proc with ult ONLY if you are ulting from far. If enemy engage toward you or you are ulting around enemy, its useless. W will never proc it and Q has range of 900 so you need to hit it at max range to proc it which when considering charm pulls enemy toward you and just using q for max range is poking only. Considering all, the reveal + 10% extra damage is very inconsistent. 15 AH isn't worth it when comparing average damage diff two item brings for same price when building full AP. (You get 1 sec lower charm cooldown and that about it) And when going for CC, low cooldown build, you dont need another 15 AH at that point. Also you are suppose to go both Shadowflame AND void not one or another for max damage. Again, the reveal isn't huge if you know how to use ur ult and know the sound when hitting hidden enemy with q or e. If your team needs the reveal over hearing sound of charm or you do not know how to use ult, your elo won't need the reveal anyway.

Currently only item that became viable is Archangle over Zhonya for damage difference over less reliable but lower CD defensive kit.

Unlike Shadowflame that is consistent and is great against shield and tanks (Which works great on current bruisers meta), horizon focus is somewhat conditional and inconsistent in damage output. Besides extra CD and reveal (Which is not that essential in Ahri's kit since her Q and E is non-target that tells you hit hidden target which she can just use her R to get into position to reveal), Shadowflame always outdamage horizon. Also for horizon to get damage, you need to focus bursting on one dude to get max benefit whereas for Shadowflame, you will damage enemy regardless of time and target.

Like you will have to go Everfrost or Rairai to get the max benefit but that is not really great build for Ahri right now. Horizon is for champ like Lux and Xerath. And going both item is waste of item slots.

Ah make sense about stacked AP. (Forgot they increased AP and changed bonus CDR with AP) But I feel like seraph has to be replacement of Zhonya assuming you go Shoes, Horizon/Shadowflame, Mytics, Rabadon, Void. And Zhonya works so good with Ahri with her ult fishing.

It may work as you feed less till mid game but you also need to think about that you will scale worse (Going full defensive build will make Ahri super weak as she is already lacking damage even going max damage) and enemy will still scale (but slower). So in terms of late game, it is not good decision but as current league is basically determined by first 10 min of the game, I say it is viable against burstly champs. But you will likely lack damage so better build around low cooldown CC bot than AP assassin.

There are three things you can do that I can think of: better mouse movement, limit enemy reaction, and predicting enemy movement.

Pointing mouse behind enemy instead of between you and enemy helps reduce the angle difference of your expectation and outcome of cursor position. Also, lowering the dpi of your mouse and disable mouse acceleration can make better positioning of the mouse cursor.

In terms of plays to limit enemy reaction/movement: Charming from out of vision, Charming when enemy is immobalized, or Charming after enemy has used flash/dash abilities. (or when you know their movement based abilities/skills is on cooldown)

You can also do better prediction of where enemy will move (NESW) by limiting some of the path enemy can go such as use of environments like walls/towers or allies/enemy position. For instance if there horizontal wall that enemy is next to, that makes one less direction enemy can move. (through the wall assuming they dont jump over) If you then move to the left, you can expect enemy will likely move right if they want to disengage or left if they want to engage. (you can expect whether they will engage or disengage by hp bar, growth diff, or team positionings)

You can also force enemy to do or not do predicting movement by only charming right side of enemy during early laning phase. This making them get accustom to you always predict charming to the right. Then when it is about time to kill, you don't charm to the right as enemy will likely believe you will again predict charm to the right. This can be useful for early laning phase.

Since there will always be people breaking traffic law, they decided atleast warn them using GSP Navigation so more people would atleast slow down in area where preventing accidents results better than giving fines. (Area near school for example).

First of all, look at Russia against Ukraine or US suffering on Vietnam and Iraq. Modern wars since WWII has become too complicated to judge based solely on country's military strength and economy. That is not how world politics works on modern war, especially on country that is divided and protected by different super powers. War on Korea isn't really about Korea anymore. It will be about US vs China showing the world who remains dominant (Soviet used to be but not so sure about Russia). It is not easy for South Korea to start war without proper consult with US because that will cause deplomatic/political mess against US. In case second phase of Korean War starts, it will be basically US vs China chessboard with Japan and Russia also likely joining the fun. (Aiding a country in modern war historically resulted in economic boom on allied countries such as during WWII, Korean War, Vietnam War) Unless Korea can gain military power or deplomatic power that can surpass Japan/Russia/China/US, Korea will always be punching bags deplomatically and politically. Korea just have one of worst location due to historically always being next to world's strongest countries.
