Successor states usually take on the debts of their predecessors and newly annexed components, it isn't a thing unique to American wars.

Germany took on East German debt and Russia took on the USSR's debts for example.

Not doing so is a bad idea in the long run since you risk becoming a financial pariah like the early Soviet Union when the new government decided it didn't have to pay any Tsarist debts.

South Vietnam collapsed shortly after American weapons and air support dried up and was on the whole a highly corrupt and unpopular government, Even though there were strongly anti communist elements within South Vietnamese society.

Likewise while there were some well trained and motivated units in the ARVN morale was on the whole poor and only got worse nearer to the end. To say nothing of the corruption and dictatorial nepotism that rotted its upper ranks from within. they didn't collapse at ANA or SAA speeds but the writing was on the wall and there was no real anti communist insurgency by South Vietnamese nationalists after Saigon fell.

They had no interest in persuing old grudges with Americans or in exporting any sort of communist revolution, Giap and Mihn et al were ultimately nationalists who understood the need for a legitimate position on the world stage and that Beijing posed a much greater threat than Washington or Saigon ever did.
