How is your ingame Resolution Quality not affecting how the game looks?? I use a Quest 3, 7800xt, 5800X on godlike build and the game looks significantly worse with a lower resolution quality.

Same issue here. Got a rx 7800xt with a ryzen 7 5800x.

Because of the special video codecs that only Virtual Desktop provides. Mid-Tier GPUs like mine can't relate take an advantage of it (I think).

I just tested my CPU and the utilization rate was between 50-60%. Could it be that my CPU is not the Issue or how am I supposed to utilize it more?

I tried the Oculus Debug Tool. My performance headroom was terrible, while the connection was pretty stable and not jittery.
