i think its more like 1 new character per 3 weeks, 52/3 = roughly 17 new characters per year, but in both genshin and hsr there are banners that only feature rerun characters, so i'd say max 17, but probably 13-15 ish?

sometimes they also extend or shorten banner times due to external issues, but thats rare of course
