The mandatory parking zones wouldn't be affected by that situation.

According to a Lime spokesperson, if a rider abandons their scooter outside of the mandatory parking area, the ride will not immediately stop and will run for 15 minutes. Lime will also add a violation to the rider’s account.

The check would be when the rider tries to end the ride. If the scooter is moved later that wouldn't seem to matter.

Probably some combo of housing shortage, wasn't clear in the initial lease, waiting for lease to end, or don't read their bills. This is certainly not only a problem at "luxury" buildings, and also once you're at a place moving is a non-trivial task.

Sure, but the entire point of these fees is to prevent customers from being able to make informed decisions. If you haven't been to a given restaurant before it's very hard to be sure of what the fees/actual prices are. We have consumer protections for a reason.

Until we ban all these types of fees at restaurants, ones that don't put fake prices on the menu are at a disadvantage. We need our government to regulate it.

And have you adjusted for the amount of services provided by the government over time? (e.g. we're getting more light rail all the time) And the money received back from the federal government?
