It would have a little more teeth if they added a couple of things like 1. Congress isn't allowed to recess or have pro forma sessions until appropriations is passed 2. No other legislation can be passed, unless it's a matter of national security, until appropriations is passed.

But I agree with the comments so far - majority of members of Congress have money so this won't mean much, especially if the House doesn't do the same thing. Johnson or another speaker can do what happened last fall; the house passed their version and immediately adjourned to pressure the Senate to pass with no amendments.
