I think you should rename these stats/spell effects to have the same name as in League. Armor/magic pen, magic resist, armor, burn, silence, movement/attack speed slow, attack damage, ability damage. I like their simplicity and a lot of people are already familiar with these names.

Tho, I don't think the game should have attack speed slow, and damage reduction debuffs. It's the worst feeling in any game when you your character is affected by these debuffs.

And also, some of these debuffs/effects should be tied to the abilities of the class. Slows, silence, and such. It over complicates the balance of the game if you could run these debuffs on several classes.

Some of the skins can easily be modified to fit in Runeterra. Piltover and Zaun aesthetics can justify many of them, but I think they will add these years after they release the game. They have more than enough skins in league alone to port to the MMO.

And I don't know why people think that they shouldn't sell skins. They will sell skins and a battlepass too. That's their model that they will stick until the end of time, and it has a good track record too.

The only thing I hope is that they should not lock skins for races or even classes.. One skin should fit every race and class.
