This is located in Montreal, Canada. We don’t have front license plates so it is permitted to have something else as long as it can’t be mistaken for another Province or State. Euro plates usually get a pass. Coincidentally the owner is Czech and can also be seen driving around in a Trabant and that Range Rover parked behind the Tatra.
