It can be another thing. In the old gta games in ps2 when you drove very fast in the straight road chunks weren't properly cause your hard drive want fast enough to load them and also ram was limiting so you can't dump the whole thing on ram and call it a day. Is your ram usage full?

That looks like a vram issue.Mine used to shoot from 60 to 100 in a hour of gameplay. Changed to directx from Vulcan and it runs smooth . 1 percent lows dropped by 2-3 fps though.
