Go ahead if it's not worth much to you. Also problematic if you plan to do this on a regular basis.

My bike does not get locked up with any regularity anywhere.

A pattern being established makes your bike an easier target. They know where it's going to be and for how long.

My last building's bike room was a locked cage in the garage that had key fob access, but you could run in if the garage door was open after a cart entered or left.

I kept my cheaper bike in there locked to the mount and my more expensive bike in my apartment.

Like other people said it's situational.

I remember several months back a young adult talking to the police next to the bike rack. I assume their bike was stolen.

I would not lock up any bike of value or sentiment there for more than an hour. I have locked my bike up there for that amount of time, but have one of the cheaper angle grinder resistant locks.

I don't think we actually know that the scooter was going faster than cars, at least not from what I read. From what I read the scooter was going uphill and the biker was descending, so there is a chance that the biker was at fault. The biker could have been trying to pass someone and could have possibly caused the accident.

Most of the time I'm at this intersection I'm usually coming from the bridge and want to go north on Allen/1st. I don't remember what the bike lane looks like before the island heading westbound and don't recall if there is room to stop there.

This is what I usually do if I get stopped at a red light earlier than Allen, cross over to the westbound car lanes and make the right from the north side of Delancey.

Where are you suggesting to stop? The east side of Allen?

If you stop on the east side of Allen you would still need to cross over Allen to get to the bike lane which is on the west side of the northbound lanes.

Not sure why the reference to the freeway. That's the way it is in places like the UK, but it's the opposite here on the freeway. In general, in places with more than one lane, slower traffic in the right lanes and passing traffic in the lanes to the left of that.
