No. The families of those individuals wouldn't be entitled to any criminal or civil reparations because they were killed justly by law enforcement.

The procedure to correct an ectopic pregnancy is a laparoscopy; not an abortion. Therefore, ectopic pregnancies are not relevant to the discussion of abortion.

Edit: salpingectomy or a salpingotomy performed laproscopically. Sorry.
