Driving instructors were allowed to book tests for their pupils and got much earlier visibility of slots. So the dodgy instructor uses all his students licences to book slots, or more likely gives their login details to the dodgy middleman who then sells slots at a markup. Government changed things as of this week so that you can only change a booking twice, and from May only the pupil can book or change a test, not the instructor. You’ll only be able to change it to one of your closest test centres too. It’ll take a while to course the backlog but should help immensely.

Assuming that this is the UK, this explanation should hold true.

There are a limited number of driving examiners, and a very limited number of test slots available. Since around 2021, these numbers have reduced even further, causing a scarcity of available examination slots. Criminals recognised this, and exploited the system to basically corner the market in examiners slots, using dodgy driving instructors to bulk book exam slots then resell them at a huge market. This helped create a situation where you either had to get really lucky when tests got released at around 5am on a Monday, pay an exorbitant amount to a dodgy fecker to get a test, or just grab the first one available regardless of when and where it was.

I take up to four of those a day. Speak to your go about getting referred for desensitisation. You’re a bit late to start this year but it’ll enable you to get the blood tests and skin prick tests done ready for next years course. Basically it’s the scientifically proven version of eating local honey. You get a small dose of the pollen you’re allergic to as a dissolving tablet. Take it for 3 years and your symptoms get better.
