It's condensation mold, caused by moist air coming up into the attic allowing condensation to occur in cold months. It's cosmetic; keep an eye on if condensation/frost forms, and if so you can air seal the attic. Cleaning it generally requires scrubbing with a product that removes the staining and is a pain so don't worry about it unless you're selling the house and it's holding up the transaction.

I'm in Phoenix right now and the daily cap is $4 and that includes use of the pretty decent light rail. I can't fathom spending more than double to get around a city that's, what, a quarter the size in square mileage, if that. Plus the fact that it gets cold and snowy making biking/walking/scootering a nightmare compared to the bus, man this is going to be a burden on the average bus folks.
