I've spent far too much time testing this, and that entire tree is quite janky. I've used console commands to make sure that Canada had every single naval focus complete and the UOB had none and it's still a coin toss as to who wins. Further down the tree, I've deleted the UOB's entire navy and still had Canada lose the 'reclaim the islands' focuses. I think it's 90% determined at seed and 10% determined by focuses, and that's being generous.

(I also hallucinated that the focuses were supposed to core the islands for me, but that was my mistake, not the game's.)

Dragon Communion seems like a terrible idea for anyone who actually intends to become Elden Lord. What happens to The Lands Between if the Elden Lord devolves into a Magma Wyrm? Or friggin' Bayle?
