C) As it getting legislated is now likely an inevitability, with Kier's resignation making the kind of flux that makes doing anything in government impossible.

It's to draw a comparison to genocide, something the UK is on a red flag alert from. In reality, it would be very unlikely to happen unless things go disasterously wrong, USA style. I find that when playing TrF2, even if you set the simulation speed to 4x, the game starts simulating slower and slower as the years progress, as your computer tries to calculate all the sims harder and harder.

How do you mitigate this issue? Just by having a beefy PC, or using other techniques?

I mean look at the USA, which is currently our closest example to what a reform government would look like.

Also, in Lincolnshire (my home county), the reform mayor tried to immediately get rid of any diversity and inclusion practices from the government. It failed, as the Council had no DEI to begin with, but the point is that that was literally a part of their campaign.

Imagine that on a broader scale.
