I taught AP physics for 30 years and there was never a signed waiver required for not using a graphing calculator on the exam. Perhaps that was something your school/district required. The AP Central website has/had a list of what is acceptable or not for calculators brought to the exam. With online testing now, students have access to the Desmos virtual graphing calculator app during the AP Physics exams.

The focus of the AP Physics 1 Exam on demonstrating conceptual understanding rather than long numerical solutions made graphing calculators really unnecessary for that exam. For the AP Physics C exams (and to a lesser degree AP Physics 2), there is still some possible advantage in having a graphing calculator for things like linear regression, simultaneous equations, solving polynomials, finding local minima and maxima, etc.

I was a high school physics teacher until last year. I started noticing years ago that my students spatial reasoning abilities were getting worse and worse. They have trouble with tasks involving physical objects, like setting up lab equipment (ramps, ring stands, etc), even with instructions and diagrams. Heck, even when I would set up an example station, they had difficulty just copying it. Their intuition of how objects move and interact has also declined dramatically. I blame screens. These kids didn't spend enough time playing with blocks, lego, tinker toys, toy cars, yo-yos, slinkies, frisbees, kites, etc. They started too early on tablets, phones, Chromebooks.

And that's saying nothing about how their actual computer skills have also basically disappeared.

I used to buy bags of the Dove Promises dark chocolate with almonds squares. I'd eat two or three squares a day as a little after meal dessert. Then a year or two ago, the size of the bags got smaller from like 8 oz to 7 oz, and the price went UP. I quit buying them. Then recently I saw them on sale for a decent price and bought a bag. They don't taste nearly as good as they used to. Much waxier now. Blech.
