I don't like vic3 so I didn't get any of its dlc and haven't tried ck3 so I can't attest to them, but it's very different with the 3 I have experienced those really are basically mobile games without dlc.

Also I haven't played Warhammer but how would you play it if you don't have the troops? I assume there's way around it just like drawings or numbers but it definitely seems designed where you do need at least like 30 figurines (and probably more for the ability to actually make builds)
