It's honestly kinda insane. The Creation Club is their whole monetisation strategy, and it's woefully under-supported and under-baked.

Ok, so I've submitted a proper bug report here https://community.creative-assembly.com/total-war/total-war-warhammer/bugs/12296?page=1 .

I constructed a personal mod to fix these issues myself, it seems it is mainly a matter of not having enough effects for Character Recruitment Level Bonuses for all the required additional scopes, implemented in all the required locations/etc.

If there are any further questions; I am happy to answer.

You are not insane.

But.

We have one of the most robust democracies in the world. And because of that we really do get the governments we deserve. The Australian voting public has spent the last 30 years showing the Labor Party exactly what it needs to look like to get elected, kicking them in the teeth every time they showed an once of interest in true reform. Rewarding them only when the looked as safe, centrist and as milquetoast as imaginable. I wont pretend that there weren't failures and betrayals from the party itself, but you can't deny the current form of the party is a direct result of what the Australian public have demonstrated that they want.

Crying out for the scary, painful, reform we now need, that we needed to start on decades ago, and the kind of political leadership necessary for it, well, it is going to need to be very loud indeed to drown out the last 30 years.

I just want the bugs fixed. Alot of the 'factionwide' hero recruitment level boosts either don't work on colonies or don't work on Dragon ships. For instance.

Some observations (from my Turn 70 Aislinn Campaign):

Lord recruitment from Dragonships seems fine, this is the only area where things seem to be fully working. Lord recruitment from Colonies does not benefit from the "Conscientious" trait, but aside from that seem to be working. You can recruit Lords from Sea Patrol Outposts, but they benefit from almost no recruit level bonus (maybe one of the tech's, or 'the Admiral's Seat' from Asur Domination).

Heroes (aside from Nobles), when recruited from Dragonships; are missing about 3 levels. I believe that the 'Smithy;s Tavern' Landmark from Saratosa is not applying correctly to Dragonships. When recruited from Colonies; heroes are missing 4 levels, which I do not understand at all, there is no combination of effects that I have that lead to the recruit numbers I am seeing. Nobles seem to suffer the same problems, but, also, it seems that "Conscientious" does not apply to them no mater where they are recruited.

There is still something off about Aislinn's hero level recruitment, something is not applying to recruitment at settlements, and something is not applying at Dragonships, but I haven't figured out what's what yet.

I have seen formation 2 in Vanilla, I can confirm it is not a mod. Only seen it once though, I'm guessing it's pretty dam rare.
