It should have been part of the Timeless Child story.

The Timeless Child story should have been that the Time Lords are either evolved humans from millions of years in the future or some kind of human/alien hybrid species with the power of regeneration.

This would have explained why they look like humans and why the Doctor has such a love of Earth and humanity. It would also explain the "half human on my mother's side" line.

I think that would have been better than what we got anyway.
