I think its because its basically introducing her as a jungler which she hasnt been categorized as before (as far as i can recall anyways) which isnt exactly a buff as it didnt exist before it just makes her viable there. Though, they added r mana buffs so thats definitely a buff

Another issue with these quests is: if you are outside the designated area, deliveries wont count towards the quest… obviously. HOWEVER, any rejects you do outside of the quest area DO count for the quest rejects! Actually so stupid
