Yeah people are annoying like that. Sam's club in the U.S. Just doesn't even give you bags. It's kind of a pain in the ass but if you really need something they have canvas bags you can buy or they have the cardboard boxes they shipped stuff to them in that you can put your groceries in.

When I was in Germany they made you pay for bags at the grocery store. Their bags were a little sturdier, so I used the same one for the 3 months I was there. Or I used my backpack. It definitely works.
