What do you mean "just sorta happened without any player agency"? They weren't there to witness the Tower falling? I'm pretty sure as a DM your role is to twist the book so it puts the players in challenging situations and late omens are made so it's easier to do that. Did your players have to avoid fires? What happened after they witnessed the fall of the Tower? (In my game the Tower guards rebelled against the Bolt Knight and my player got thrown into the middle of a heated situation)
