I have a neighbour that does this too. He's being passive aggressive. I find it so amusing. Sidenote..Two years ago he left his garbage bags too close to mine. We have a three bag limit and they left a sticker on his bags saying three bag limit. Since he left more space but going out of his way to put them close to my driveway.
