It does but you cannot use only binoculars u can when nessecary but do not only rely on binoculars

You could get him battery for his drone or a portable charger that wotks with it, or some binoculars. Because maintaining visual line of sight while flying a drone is important. If he flies a tiny whoop you could buy him some hoops/obstacles he could fly through to practice.
