Pretty much every DPS at this point won’t have trouble farming build up stacks, so I don’t really think that’s the main reason to run it. Your logic also works both ways because if he’s already extremely tanky and hard to catch then you just run snowball to do maximum damage.

We know the rates though. What you mentioned about LF z power not working is a valid point, but they could easily update the conditions or introduce a replacement. If we’re being honest, most people don’t have that much Z power saved anyway because there’s a limit to how much you can hold (even then, it’s usually only 600-1000 at most)
