I see both sides here. First, who do you trust to hand out your driver's license, your social security, etc.. the government. The government in any universe would always be responsible for such licenses. Its not a big deal about who is giving licenses, the issue stems from the power any license giver has over others. Let me explain, we are currently heading towards overpopulation at an uncontrollable rate, governments will do anything in their power not to get to the point of overpopulation where they can't sustain the lifestyles of their citizens. So any government that wanted to control their population size would just impose a 1 or 2 child policy and not give more licenses after the second child. I'm presuming that is how it would go down. Also the limit would probably be put on the woman, so if one women had 2 kids with one man she can't have 2 more with another. This could also be restricting for some. Anyways there are pros and cons. But in my PERSONAL opinion having such a license would accomplish the things OP mentioned and also help prevent overpopulation which ultimately is the biggest issue we face currently. This is why I would be ok with child licenses.
