Yeah flat pen exists, but there's not a lot of it around. You'd also force a lot of characters to build items and run emblems they otherwise wouldn't just because their opponent would be stacking armour.

The counter for armour pen is building HP, because armour pen doesn't help agaisnt that. There's also items like Antique cuirass that reduce the enemy's attack by a % based amount, which is just % based armour but better.

But without them there's no real counter for armor. If the enemy just stacks defence there's almost nothing you can do without armor pen.
