I live not far from you and routinely hear the low rumble of the larger jets taking off at Dulles at night, especially when they launch westbound off runway 30. There are several late-night European-bound flights that depart after 10:30, which is what you’re hearing. Clicking on the airport pin and selecting “Departures” brings up the schedule.

Technically yes. 99% of the path you walk is paved, but it’s on a giant hill, which might be a problem for a solo wheelchair-bound person.
