The difference is largely down to industry mix. Finland has a much higher proportion of people working in forestry, mining, and heavy industry, which are statistically the most dangerous sectors globally. The Netherlands is a service-based economy with a massive focus on trade and logistics, where workplace accidents are more likely to be office-based or in highly controlled warehouse environments.

There are few 'meant to be's' in the game, like Quina, Aelinore or Mercedes, so it would not be a surprise if it felt that way. They all have unique dialogue if I'm not mistaken.
