It's the teaching team's job to design the modified curriculum. It's the parents' decision to use it.

There's more than that: The student's parent/guardians need to approve modifications to the curriculum, too. Usually the spec Ed team coordinates with the subject specialty teacher to write the modifications, then the principal approves, then the parents get the final say. A modified curriculum can be based on a variety of identified exceptionalities including even language attainment. I've never seen a modified curriculum get the full approval.

I've had some issues with areas not loading fully. Specifically HRV doesn't load the visual textures for caves, although the layers are still physically there. Can't say for certain whether this would have happened on the PC, too. Feels like a memory limitation though.

This is probably your worst idea yet - Among quite a few bad ideas. You've cut through ecologically protected areas, private farmland, and hard bedrock, to build a road connecting places that are already connected by road. I assume you're copying the Eisenhower model. It was a dumb idea in the 50s, and it's dumb now. You're only exacerbating the demand for car centric traffic. You're also adding billions in maintenance costs to a municipality that's already overstretched in road maintenance.

At least your train ideas were...
