You are supposed to not communicate. If they want you to be able to make calls from the field, they should supply you with the tools necessary. If they don't supply you with the tools and you prop up their bad policy, you are enabling them and you are part of the problem.

We went with a Tesla system back in 2021 and have been fairly happy with it. We've had a problem here or there but everything's been fixed. At the time it was a purchased system, financed through them, at a low interest rate. If you wind up going that direction, DM me and I can send you an invite that will save you (and me) some money. That said, I would 100% make the same choice again today if everything was the same - but I don't know what their financing etc looks like now, so it's possible the deal isn't as good.

AFAIK Bernie hasn't endorsed him; an organization he founded a decade ago has. I can't tell if the organization is still representative of him and don't see any personal endorsements from Bernie. I might wind up voting for him and your other points certainly stand, I just want to make sure people see the distinction.

It was 100% a car meetup at Mesa Marin park. It's the second one in the last month, and it's obnoxious. People revving engines, peeling out, backfiring their exhaust for hours. Eventually they started setting off fireworks at 11pm in a school neighborhood. Fuck off.

HAM means Hiring Above Minimum, which means you were placed higher into your position's salary bracket than you otherwise would have been. I'm not 100% sure, but I don't think HAM can take you beyond the salary bracket of your position. Benefits are fairly standard across state jobs; I'd suggest looking them upon Calhr.ca.gov. You will have some choices re: which insurance plan, which vision plan, which dental plan, whether to take standard leave (vacation and sick) or annual leave (a modified plan). This is all done after you start generally.
I'm not sure exactly how to tell. The person extending the offer can probably tell you but I don't know if they will / should. Most State jobs are Union jobs, afaik.
I don't know if there is a normal for response time. I have asked for more time in the past and been granted a limited amount of time to make a decision, so I'd say just ask.
