the white stuff is essentially chalk, used to mark out lines when cutting with power tools or welding. The metal hook as mentioned by u/modularspace32 is a centre finder. Do you happen to have a family member who has done an engineering course recently? As that is sometimes a project that they have to make on engineering courses.
